This map from page 54 of Failure of the Public Trust shows the West Wing of the White House where Mr. Foster was last reported seen on July 20, 1993 about 1:00 p.m. Across West Executive Avenue is the Old Executive Office Building.

This gate depicted in the map above as "A" is one of the four possible gates from which Foster's car could have exited the White House campus. The large buiding behind the gate is the Old Executive Office Building (OEOB). The West Wing of the White House is to the left of the Old Executive Office Building.

The morning after Mr. Foster's death, FBI agents Dennis Condon and Scott Salter were dispatched to the White House to meet with FBI agent John Danna to investigate the death. They visited the OEOB. Agent Condon testified he could "not recall" why they went to the OEOB, what offices they visited, or to whom they had spoken.Q. Where did you go there [OEOB], what office in particular?
A. I don't recall.
Q. Do you know why you went there?
A. I don't recall exactly, no.
Q. Did you meet anybody there?
A. I believe so, but I don't know...

Deposition of Tom Castleton, June 27, 1995:
Q. [W]ho were regular visitors to the counsel's [Foster's] office? A. ...Craig Livingstone... Q. What was Mr. Livingstone's business at the counsel's suite in the west wing? A. Well, I think he worked for us. He was the director of security and the counsel's office, I believe, serves as an umbrella to that office. Q. He had a reporting relationship to Mr. Nussbaum? A. Yes, although I think he more directly reported to Mr. Kennedy... Q. Where was Mr. Kennedy's office physically located? A. In the Old Executive Office Building.

Craig Livingstone and William Kennedy visited Mr. Foster's body at the Fairfax County Hospital morgue before the park police came to the morgue and then found two sets of Mr. Foster's keys in the same pants pocket that the police searched earlier at Fort Marcy Park and found empty.
